Job Description
Position Summary
The Head of Finance is a senior leadership role responsible for the overall financial
strategy, governance, sustainability, and risk management of the organization. This
position provides strategic financial direction to the Executive Management and Board,
ensures regulatory compliance, strengthens internal controls, and oversees the Finance
Department, including the Finance Officer and Accounts team.
The role focuses on long-term financial planning, institutional sustainability, investment
strategy, and financial risk mitigation while ensuring operational financial excellence.
Key Responsibilities
1. Strategic Financial Leadership
• Develop and implement long-term and short-term financial strategies aligned
with organizational goals.
• Provide strategic financial advice to the Executive Management and Board.
• Lead annual financial planning and budgeting processes across departments.
• Approve and oversee fund projections and financial sustainability plans.
• Guide investment decisions and capital allocation strategies.
2. Financial Governance & Oversight
• Establish and strengthen internal financial controls and compliance frameworks.
• Ensure accuracy, integrity, and transparency of all financial reporting.
• Review and approve quarterly and annual financial reports.
• Oversee preparation of segmental financial reports and institutional performance
analysis.
• Ensure departmental implementation of organizational SOPs and financial
policies.
3. Risk Management & Compliance
• Lead enterprise-wide financial risk assessment and mitigation planning.
• Ensure compliance with IRD guidelines, tax regulations, ministry requirements,
and statutory bodies.
• Act as the primary liaison with auditors, tax authorities, banks, ministries, and
regulatory agencies.
• Oversee audit processes (internal and external) and ensure timely resolution of
audit findings.
4. Budgeting, Monitoring & Performance Management
• Approve annual budgets with detailed monthly breakdowns.
• Monitor budget performance and review variance analysis reports.
• Direct corrective financial strategies for adverse variances.
• Oversee departmental KPIs and financial performance metrics.
• Lead cost optimization and financial efficiency initiatives.
5. Treasury, Payroll & Cash Flow Management
• Oversee payroll administration and ensure compliance with IRD regulations.
• Ensure timely and accurate salary disbursement.
• Monitor cash flow, liquidity planning, and working capital management.
• Approve compiled salary sheets and operating segment allocations.
6. Academic & Institutional Financial Coordination
• Oversee preparation of university-related financial documentation and fee
reconciliation.
• Ensure proper reconciliation of examination attendance and fee eligibility
records.
• Provide financial oversight for academic program viability and resource
allocation.
7. Leadership & Team Management
• Lead, mentor, and supervise the Finance Officer and Accounts team.
• Establish performance standards and conduct periodic performance evaluations.
• Build capacity within the finance department.
• Promote a culture of accountability, integrity, and continuous improvement.
